Can you just Photoshop this picture?

The answer is “maybe”.

In the hands of a skilled graphic artist, Photoshop can do many amazing things. But the abilities of Photoshop are dependent on the qualities of the original photograph. In some cases, we may be able to erase or alter parts of the image; in other cases, we may not. It just depends on how the original photo is setup.

One thing Photoshop generally cannot do is to improve the quality of an image. A blurry or dark photo is usually going to stay blurry or dark.
